Covert surveillance essentially means watching something or someone without their knowledge. There are many ways of conducting surveillance operations. What is the different between covert and overt surveillance? Whilst covert surveillance is aimed at catching people's real behaviour and attitudes, overt surveillance aims at moderating and shaping peoples behaviour to ensure it is socially acceptable and does not intrude negatively on people around them. It also acts as an effective deterrent where people looking to break the law, or do something morally wrong, will look for another location or target when faced with the real possibility of being caught in the act.
